And then, it introduces ODA to the middle east of Japan. The article researches the situation in different stages from postwar of it and summarizes its characteristics. The reasons are represented from points of energy resource security, political status, and alliance with America. There are many success of ODA to the middle east of Japan, but its policy can't be better expressed due to restrictions from America and doubts of Middle East. All of these could be reference of China. Chinese ODA is late than other countries, which positively affirmed despite some intricate. The situation of Chinese ODA and characteristics are expounded. Some inspirations are finally get by analyzing ODA between these two countries, and a few theoretical proposals are provided for more effective and win-win ODA.
