Sierra Leone as a rising country in the western part of Africa, once the Athens of West African and the envy of most African states is presently rising from the ashes of long time protracted civil war to a country full of expectation, prospect and opportunity. With the rapid growth of reforms, it has become essential to reawaken the strength of the past to revamp the institutions that played a very important part in achieving the country's development and history, and one of these institutions is Local Governance and Decentralization. It is now a wide spread phenomenon that, decentralization is seen as a very important concept for development, which is why plenty developing nations opted for it, of which Sierra Leone is no exception. The reintroduction of Local Governance and decentralization by the government of Sierra Leone in 2004 is based on democratic and development values such as empowerment, citizen participation, impartiality, stability, transparency and accountability.Decentralization is a term that comprises of many concepts including devolution, delocalization, delegation and deconcentration. In an attempt to have absolute and flourishing decentralization process policy makers therefore needs to include all of those ones to make it a complete programme. This research however, only focus on the political decentralization or devolution process in Sierra Leone and move forward to attempt a critical analysis on how it has been designed, implemented and how successful it has been in achieving the intended objective to the people of Sierra Leone. This research will try to explain a working perceptive of political decentralization (devolution) and will also endeavor to give answers to the research questions.In this thesis, the main focus of the researcher is to assess and analyze the political decentralization or devolution process in Sierra Leone and how far it as gone. It moves on to present's hypothetical perspectives and review of various literatures on the definition, types and forms of decentralization.This thesis consists of six chapters. The first chapter is the introduction which gives background information of the study. The second chapter consists of the various literature reviews by the researcher in connection to the research and discusses theoretical linkages to decentralization and other related concepts. Chapter three present an overview of the current trend of the Political Decentralization process in Sierra Leone in details there by tracing the genesis of Local Government, it legal framework and constitutional provisions, key stakeholders of the process and the sub-national government structure. Furthermore, it discusses the election of councilors in the local council and the pre and post elections environment. Chapter four gives an analysis of the current devolution process and how far it has gone, concentrating mainly with three key sectors of Health, Education and Agriculture which were scheduled first for the decentralization process since it reintroduction in 2004. Chapter five discusses the constraints and challenges facing the process in Sierra Leone and further gives discussion of findings. Chapter Six finally gives the conclusion and recommendation.
