A Evaluation About The Construction Effect Of Health Services Capacity Of County-level Anti-schistosomiasis Institutions In Jiangxi Province

Objective：To learn about the health service ability level comprehensively and objectivelyand evaluate achievements of health service ability construction of County-levelAnti-schistosomiasis Institutions in Jiangxi Province from2007to2010,find existentproblems,provide the theory basis for health administrative department to formulatecorresponding policy or strategy.Methods：Use the census method. Use baseline questionnaires,content mainly included5aspects：health manpower, infrastructure, equipment, service function, income andspending.Use descriptive statistical indicators to conduct analysis and comparison forhealth service ability situation of County-level Anti-schistosomiasis Institutions oftwo years. Use clustering analysis to confirm the final evaluation index. Apply Scoreratic(SR) and qualitative sorting quantitative transformation methods to confirmweight coefficient. Use analytic hierarchy process(AHP) to conduct comprehensiveevaluation.Results：1. In2010,every agency service population was465984.09people,residentcapita net income was6708.56yuan. Education background of the agency head wasgiven priority to junior college. Bachelor degree constitution rose9.37%.2. In2007and2010each organization staff number was41.09and38peoplerespectively. Compared to2007, health workers in every ten thousand epidemic areapopulation descended0.1people. College degree and above constitution increasedfrom30.19%to41.78%. Intermediate technical post and above rose2.08%.Continuing education rates rose13.65%.3. Compared with2007, the average laboratory housing area increased from68.25square meters to95.42square meters, but average housing area and averagebusiness housing area reduced. 4. Compared with2007, the average number of equipments increased from18.34to34.41. The total value of equipments of every organization rose224300yuan.Allocation rate of equipment types increased from41.23%to49.50%.5. Compared with2007, residents shit examine positive rate descended3.51%in2010.Livestock dung inspection positive rate rose7.85%. Examine and eradicateoncomelania area number decreased apparently. Training times for village cadre andprimary and secondary schools teachers in epidemic areas added. Health educationtimes to residents and students reduced.6. In2010,the income spending ratio were all larger than1. Each organizationannual total income,financial aid income decreased91200yuan,107100yuanrespectively. Each organization annual total spending increased167500yuan. Eachorganization annual personnel expenditure increased98600yuan.7. Compared with2007, the total integrated assessment index in2010fell3.91points. The integrated assessment indexes of health manpower, equipment, incomeand spending rose1.06points,1.9points,0.84points respectively. Service functiondropped7.7points. In three years, Yingtan had the best improvement.Conclusion：1. Since the implementation of health service ability construction project inJiangxi province,total health service ability level of County-level Anti-schisto-somiasis Institutions declined in three years. But the personnel quality improved.Theworker's education background and professional title constitution took a turn for thebetter. Training opportunities for workers increased.Equipment configuration hadbeen improved and enhanced.Laboratory area increased.2. Since the implementation of health service ability construction project inJiangxi province, health service ability of County-level Anti-schistosomiasisInstitutions had a certain deficiencies in in three years. Mainly reflected in: thenumber of health workers declined,business housing area reduced,each organizationannual total income, financial aid income decreased, examine and eradicateoncomelania area number decreased.3. Use clustering analysis to confirm the final evaluation index. Apply Scoreratic(SR) and qualitative sorting quantitative transformation methods to confirm weight coefficient. Use analytic hierarchy process(AHP) to conduct comprehensiveevaluation. The evaluation index system and evaluation method can evaluate theinstitutions at city level,also can evaluate each institution. This reflects that theevaluation index system and evaluation method are practical, operational, marketingand comparability. There are some reference values for government to evaluate healthservice ability of County-level Anti-schistosomiasis Institutions scientificly,formulate area health planning,allocate health resources reasonably,make scientificpolicy of health protection in the future.
