Comparative Study On The Effects Of The NCMS' Different Policy Of Compensation For MCH Services

Women and children take two thirds of the total population, but as vulnerable groups, they should be protected in all respects by the whole society. The current international indicators to measure a country or region's development of health are life expectancy, maternal mortality, and mortality of children under 5 years of age. Two of them are directly related to maternal and child health (MCH), which shows the attention of international community to MCH. In China, the government also gives great attention to the work of MCH. Especially in this reform of health care, the government formulate a series of related policies. Currently, due to financial and other constraints, some MCH services in some areas have not yet carried out. Presently, in many areas, the new rural cooperative (NCMS) financial situation appears a lot of precipitation, and some them consider using the precipitation of the NCMS funds to compensate for MCH services, so as to achieve win-win. This study is just based on this background, research the NCMS compensation policy in two pilot counties, to see whether the compensation have a positive effect of MCH.Objective(1) The different compensation policies of NCMS will have a positive impact on the using of MCH or not;(2) Research the compensation policy of the NCMS have a positive impact on women and children health work beside the using of the MCH;(3) Research the compensation policy of the NCMS have a positive impact on improving the health outcomes of women and children health work;(4) Research if the funds using of MCH service has efficient use of NCMS funds rate.Methods (1) Descriptive analysis. Research the changing of some indicators on MCH services utilization, use of the NCMS funds in the two areas, to see if the policy has positive impact on MCH working.(2) Focus group interviews. Selected 5 pregnant women and 5women whose children born less than 1 year, to compose group to do focus group interviews. Based on the interview understand the situation of cognition, utilization and cost burdens. Analyze whether the policy has positive impact on easing the financial burden of using MCH, or promoting the using of MCH.(3) Key informant interview. Do some interviews to some people in charge of health administrative department, the NCMS management office, and MCH service provide agencies in the two pilot counties, to understand the situation of the local NCMS policy formulation and implementation, service utilization, etc, and propose some advices on improve the existing system of NCMS.ResultsThe influence of NCMS funding for maternal and child health services utilization: To some projects tend to medical services such as hospital delivery, the policy played a catalytic role; to some projects tend to public health service, it did not play a significant role. It did play a significant role in reduce the sedimentation rate of the NCMS funds, but not a key role in improving the using of NCMS funds. In addition, putting the some MCH project into the compensation range of NCMS played an active and wide-ranging implication on the MCH working.Therefore, in the process of supporting MCH, we should clear the responsibility of NCMS joint ventures and other project findings, on the basis of continuing increasing financial support on MCH, reasonable arrangements for the use of the funds. With the help of the platform role of NCMS, using the resources and networks, strengthen MCH promotion, health education, and other work. In addition, the NCMS should play a role on increasing the equalization of MCH utilizes, closing the unfair between the urban and rural areas, and rational allocating of medical resources.
