It has made some advances since from the implementation of the new rural cooperative medical system in 2005.In the situation of difficulty in seeing a doctor and high medical expenses, there is a phenomenon of being into poverty by illness due to low income, low medical security level and deficient medical and health resource in rural areas. The implementation of the new rural cooperative medical system have effectively remitted peasants' returning to poverty by illness and gradually established a rural health security system,which get the favor of the majority of farmers.However,some problems have arisen in the achievements of new rural cooperative medical system.In this paper, we will start from the introduction of the basic theory of the new rural cooperative, pay attention to the ways of inductive reasoning and comparative analysis, which analyses in the status of implementation of new rural cooperative medical system and elaborates on the basic approaches and problems currently.At the same time, we analyse the relevant foreign cooperative medical care system to new rural cooperative medical care system and inspiring significance as well as some of our more successful models through the way of comparative analysis.Finally, we will make some policy proposals of perfecting new rural cooperative medical system to promote the new rural cooperative medical system development.
