China's current rapid increase in urban poverty, both economic development and growth with the initial conditions, but also with the reform and socio-e-conomic transformation.As the affordability of the poor economic and health status of vulnerable, making the resources of health services availability and accessibility become poor. Facing hige medical expenses gen-erated by the major diseases, as the last line of defense of the so-cial security safety, large-scale pilot and the rapid development of China's current urban medical aid system effectively improves the poor health services'accessibility, eases the poor's " medical difficult and expensive" problem, and be disagreed by the society in general. But due to the medical assistance system in China is still at the exploratory and experimental stage, the medical aid as-sistance pilot projects generally faces a single, narrow aid dis-ease, the use of fouds rate and other issues. Compared with the other cities in the country, there are many unique advantages in the medical assistance policy and program implementation of the Xicheng District of Bei Jing. Xicheng District's economy, the rapid development of society, both leading to construction of med-ical aid has laid a good foundition. For example, Xicheng District has relatively strong economic basis, it makes Xicheng District have the ability to create a "sharing of universal coverage" medi-cal aid mechanism.Therefore, by collecting information of literature and inter-views, this article analyzes and studies the national medical assis-tance system model and general issues, and comparatively analy-zes the medical assistance model of the developed area of Bei Jing Xicheng District, and make a summary of specific measures by analyzing the urban medical assistance of the developed and de-veloping countries, the main perpurs is to draw suppport and practices from these districts and states for proposing to develop and improve our urban medical assistance system.On this basis, the main emphasis should be diversified re-lief, community health service centers for the operating platform and expand the coverage of medical model, and formate a train thought of combination of the main national financial capital and social capital raising to supplement the urban medical aid. The ultimate goal is to ensure the development strategy of the urban medical assistance be implemented smoothly and effectively help the urban poor people who is into medical difficuties.
