The Empirical Research On Prevention And Control Institutions And Capacity Building Of NCD In Shandong Province

[Objective]With the increase in serious threats on the health of humans, non-communicated chronic disease (NCD) become an important public health problem.In order to understand the prevention and control system construction of NCD, the prevention and control ability of NCD, the restricting factors and demand situation in NCD prevention and control construction of shandong Province,we carry out the investigation in shandong province.we investigate human resources, the allocation of funding and the capacity building of prevention and control agencies.It will provide a basis to strengthen NCD prevention and control capacity building and formulate relevant policies of NCD prevention and control.[Method]Research outline and data and information handed down to country health department,disease control center and other research centers. Reserches are carried out on the staff of country health department, center for disease control(CDC), the new cooperative office and county hospitals, township and other related department. Collect related datas.[Results]On 2009, the provincial funds for the prevention and control of NCD of 1,200,000 yuan. Of the funds of 17 cities, funding for 0 yuan of the 7 cities,9 cities in 10,000～30,000 yuan,only 1 of the funds to 900,000 yuan. No funds for NCD about 70% counties and cities; The establishment of special NCD prevention and control department of 17 cities and county-level centers are lower. Only 3,about 17.65% have set up special NCD prevention and control department in city-level centers.7, about 41.18% set in the prevention and control of NCD as the main task. In city-level centers,26,about 19.85% have set up special NCD prevention and control department.39, about 29.77% set in the prevention and control of NCD as the main task;The ages of the professionals are main 30～50-year-old. They educated in college and university,most titles in junior and middle. [Conclusion]In recent years, although the shandong province's NCD prevention and control work carried out active explorations and achieved experience,it just stop at the project or pilot level. It is the reason that lacking of support mechanism to ensure funding, unreasonable qualified personnel and the capability of prevent and control NCD is weak,ect.It showed that the scale and level of system obout prevention and control of NCD need to be increased.
