With the increasing pressure of world food and pesticide pollution, transgenic biotechnology has brought the hope of solving these problems to humans. However, transgenic biotechnology as an innovation———artificial modification of biological gene, there are potential risks posed by the unknown in the scientific and man-made operation, so that from the outset genetically modified foods has been resisted by the general public. So far in the academic community, the safety of genetically modified organisms and their products are still in debate.This thesis first defined the related concepts of genetically modified, genetically modified organisms risk supervision status on major domestic and foreign countries were summarized,on the basis of those, predict the trends of transgenic biotechnology applications in the future and the risk supervision; Secondly, the potential risks of genetically modified organisms are summarized, and discussed the risk assessment model of the various aspects of genetically modified project; Thirdly, based on historical facts of the social game of transgenic rice event, to explore the formation mechanism of risk regulatory system for genetically modified organisms; Finally, from the three aspects of genetically modified organisms risk management system's framework, building program, and legislative system to build the risk supervision system of genetically modified organisms, and gave the corresponding countermeasures and suggestions.The innovation of this thesis are:(1) This thesis explores the trends transgenic technology application and risks regulatory from the human risks characteristics of transgenic technology;(2) In this thesis, use system dynamics causal relationship between acyclic graph to infer the social game evolution path of genetically modified rice. First of all, to describe the social game process of genetically modified rice, use causality ring diagram to infer the social game evolution path of genetically modified rice, found that the resistance from general public is the key obstacle factors of the promotion of genetically modified rice, explores the evolution and formation mechanism of genetically modified biological risk regulatory system;(3) Use the ISM method to explore the basic procedures of the building of social risk regulatory system of GMOs. Firstly determine the causal relationship of the main factors, and then use the ISM operator to obtain the major factor in the causal structure of China's social risk regulatory system model and basic procedures of the system construction of genetically modified organismsThe conclusions reached in this thesis:(1)the potential risks of genetically modified organisms comes mainly from two aspects of the unknown and human genetic manipulation and application of transgenic science, human risk will become the focus of future needs;(2)the critical barrier of promoting genetically modified organisms and their products is public concerns about the safety of genetically modified organisms. Through the construction of the social risk regulatory system for genetically modified organisms to control the risk of genetically modified organisms in the degree of public acceptance, is the healthy development solution of transgenic biotechnology and industry, to ensure under the premise that human health and ecological environment are protected against harm. Draw on the advantages while avoid disadvantages on transgenic biotechnology.
