Bridge is an important component of modern traffic, and plays an important part in promoting economic development. Maintains and keeps bridge in good running state has a huge role in the development of the economy.Bridge management system is for operating bridge, providing a comprehensive set of management functions with state examination, registration, evaluation, decision-making, countermeasures of maintenance and reinforcement, investment program and so on. Let decision-makers understand the state of bridges, and make the right decision.In actual use of CBMS, a number of shortcomings and omissions are found. Especially exist many matters in evaluation:less factors are evaluated, in fact only technical state is evaluated, and there are some problem in technical evaluation, fails to comply with the actual situation; There is no synthetic evaluation module, can not provide synthetic state of the bridge to decision-maker and also do not consider the impact of policy factors to evaluate results, only provide technical evaluation can not express the will of decision makers.In response to these issues, some solutions are proposed in this paper: add evaluation module such as security, durability and adaptability; improve evaluation methods of technical factors, max and min close method is used; add synthetic evaluation module, use ideal point method in synthetic evaluation; pull in policy factors, consider the impact of policy factors to evaluate results. Intelligent analytic hierarchy process is proposed in this paper, in order to solute the shortcomings of subjective factors while obtaining the weight.The contents of study in this paper is confirmed by the experts of the cooperate company. The system has advantage in operational efficiency and has a good performance in running results, meet the practical requirements, achieve synthetic evaluation, raise the level of synthetic evaluation.
