Owing to the outstanding technical and economic advantage, high-speed railway wins lots of great reputation and grows fast all over the world. The competition among passenger transportation focuses on the service quality. The inter-city high speed train is the most common form of high speed railway, plays an important role in manufacture and living fields of human being society. As the passengers ask for better quality of transportation, management of the high-speed railway passenger plays a more and more important role. Facing the Increasingly fierce competition in the market, high-speed railway enterprise has to strengthen the high-speed railway passenger service management and correctly evaluating high-speed railway passenger service in order to enhance its competitiveness in the market. It directly influence on the survival and development of railway transport enterprise.Firstly, the paper studies the basic connotation and character of service, service quality and management of service. Secondly, based on the feature of railway transportation, deeply study the inner meaning of railway passenger service, high-speed railway passenger service and the difference between them. Analyzing the content of high-speed railway service, a new and more general high-speed railway passenger service quality evaluation system is established. Then, build an evaluation model which combines two models together. At last, the article gives an example to prove how the evaluation system works.The article divides the high-speed railway passenger service system into lots of factors, according to the analysis idea. Then, defines the weight of different factors and make an investigation on the degree of satisfaction among the passengers. After then, the grey relational analysis model works, checks on the result before. After all, the article gives a complex and reasonable judge.
