Hazardous Waste Disposal Enterprise Environmental Risk Assessment Studies

Hazardous wastes are those which are enrolled in the State's hazardous waste directory or identified as wastes according to the State's hazardous waste authentication method and standards, which has toxicity, ignitability, corrosion, reactivity, infectivity, radioactivity etc. With the establishment and operation of the enterprises which centrally dispose the hazardous wastes, the environmental impacts caused by them are drawing attention of the regulators and the public. The environmental risk of disposal technology has become the most important issues. Therefore, environment risk evaluation method and index system of hazardous waste disposal have important theoretical and practical significance for the risk control of hazardous waste disposal industry and the protection of public health.This thesis collects the environmental risk assessment theories and hazardous wastes disposal technologies by means of literature search and investigation. From hazardous waste concentrated disposal enterprise risk evaluation features. The thesis in-depth analysis the environmental risk factors of the physical and chemical treatment system, incineration system, stabilization/solidification system, safety landfill system, comprehensive utilization system of hazardous waste treatment. Risk factor is bound up with hazard waste disposal technological process for the hazard waste central disposal enterprise. So this thesis establish the index system of the environmental risk assessment of the centralized disposal process based on the risk factor theory, which including five levels, such as the indexes of the harmfulness of the substances, production process, production equipment, environmental hazardous and environmental management. To be more precise, this system includes15indexes, such as physicochemical properties, environmental toxicology, environmental exposure, and so on. The weight of each index is quantified through analytic hierarchy process and asking for a wide range of expert opinions of the hazard waste enterprise. At last, proposed the method of comprehensive risk value of this enterprise.Take the hazardous waste concentrated disposal enterprise in A city as an example and make the application of environmental risk assessment index system and the comprehensive environmental risk score calculation. The results show this enterprise is in the middle level of risk, but very close to the high risk level. So it is very necessary to strengthen the management of environmental risk. Proposed environmental risk control and management model of the central disposal enterprise of hazard waste through the five aspects, they are construct the establishment of environmental risk management system, strengthen supervision of law enforcement, strengthen environmental risk daily preventive measures, perfect emergency plan of emergency environmental accidents and improve the public environmental awareness.
