Resource is one of the most significant factors which can influence project schedule, duration and cost. Project schedule and investment objective may be out of control if unreasonable resource planning. The aviation product is composed of thousands of mechanical components and parts and the resource demand is huge. Therefore, it is very important and quite necessary to optimize resource distributing for aviation product project. The research of resource optimization in the early stage is mostly based on the mathematics analysis and the heuristics method. However, these methods pose a great many problems such as the low calculation efficiency, the poor transplantation, and the monotonous results, meanwhile the methods have many requirements for the goal questions. As for these problems and combining with airarmament's features, another two methods namely hierarchical network planning and particle swarm algorithm are applied for the resource leveling in this paper.This paper can divide into three parts. Firstly, it constructed a hierarchical network planning model orienting aviation product project. Then the algorithm of time parameters based-on the theory of network topsorting, the calculation of critical task and critical path were presented. Based on the hierarchical network planning model, the concept of hierarchical network planning resource optimization was proposed and a two level of network planning resource optimization model was established in view of the domestic aviation manufacture enterprise's management mode. Secondly, particle swarm algorithm was used to solve the resource leveling problem. It introduced the origin and status in quo about particle swarm algorithm. And then it illuminates computational process and convergence problem. The author establishes the evaluation function and evolution equation, makes the further - improvement to the optimization foundation, and presents a new optimization based on the dynamic float of the non-critical activities in the paper. The particle swarm algorithm is applied to the unlimited leveling optimization problem which obtains satisfactory results. By the comparison of the results, it indicates that the particle swarm algorithm is feasible and contains many advantages over other methods. It is applicable to the solution of the resource leveling optimization problems and reveal the practical value for airarmament project management.
