For a long time past, the personnel management mode has been continuing to use in enterprises and institutions, and also in scientific research institutions of China for personnel management. With the unceasing deepening of state science and technology system reform, many scientific research institutions have been transformed into enterprises of modern scientific and technological type. Owing to deep influence of the management model under planned economy system, most of these institutions have still adopted traditional personnel management method, and rule by people and non-rational phenomenon widely exist.Facing the drastic competition of enterprises at home and abroad and the challenge of entering WTO, the system transformed scientific research institutions should attach great importance to human resource management and development further, and take effective measures to bring up numbers of excellent talent persons who are able to suit the needs of new system and intense market competition and new mechanism, so that institutions could develop fast and possess strong competitive power.In this article the research trend and present situation on human resource inside and outside China and the subject basis and content frame of modern human resource management and development were introduced. The human resource status for the institute of A from aspect of the age composition, the cultural level structure, the profession constitution , the post and title construction, et al., was described, the features of human resource in scientific and technological type enterprise and the main problems and confronted challenges and opportunities existing in human resource management and development for A institute were analyzed. Based on the above analyses, 3 big tactics for human resource management and development of this institute was raised: the first one is to quicken construction steps of scientific and technological type modern enterprise system, taking the reform of industrial right system as the breakthrough; the second is to comprehensively establish the sense of people foremost and perfect the construction of relative mechanisms further; the third is to build the advanced enterprise culture, elevate the soft environment for human...
