Since the beginning of the 1990s,'new economy'growth model which due to the strong U.S. economic growth is widely concerned. It is an important driver for the new economy that High-tech is controlled, used and innovated in High-tech enterprises. For high-tech enterprises, the establishment and management of high-tech innovation mechanism is complex, but from the standpoint of human resources, how to motivate knowledge workers who use and innovative new technologies is one of important factors affecting the development of high-tech enterprises. In addition, modern human resources, particularly knowledge workers'needs are more individuality and diversity, incentives in high-tech enterprises must make corresponding improvements.In the above context, we selected R&D personnel who is one of the knowledge workers in high-tech enterprises for research, designed the pay structure and pay levels suited to the characteristics and features of R&D personnel to stimulate them. The main elements include the following sections:First, through literature study, we understood the results and the lack of research on incentive and remuneration, determined the content and design of the study, and defined the meaning of high-tech enterprises and R&D personnel in this part.Secondly, we summarized related pay theory, incentive theory and the comprehensive remuneration strategy, added findings of questionnaire surveys and interviews, refined common features of pay design in high-tech enterprises, considered factors affecting pay design, formulated the pay design model, and assessed the stability of the enterprises'life cycle of that model.Thirdly, based on the analysis of human resources features and work characteristics of R&D personnel, we selected external competitive as a key objective and competency-based and performance-based remuneration as the ways of design.Accordingly pay structure which can reflect above objectives and basis is designed in accordance with existing salary.
