The West regions of china consists of 12provinces,autonomous regions as well as the cities directly under the jurisdiction of the central government with an area of 6.85million square kilometers and a population of 364.47 million, which respectfully mean 71.4 percent of the total area and 28 percent of the total population of china. However, the West regions have been developing much slower than the other regions of china. The Great Development of china's West is so important that it will be the key measures to the survival and development of the Chinese Nation in the future.Because of history and natural problems, the development of human resources and the talents in the West regions face many problems, the main problems are: fast increasing population;lack of education;on one hand, the human resources which lack education are too many, on the other hand, high qulaties human resources are not enough;the composition of human resources is not proper, the erode of the talents is serious;the environment of the development of human resources need to be improved pressingly. All these problems have been the "bottle neck" of the development of the West regions.In view of the west human resources development characteristic and the existence question, using the method of the theory and the practice unifies, the contrast analytic method and so on, the paper analyzes on the west human resources present situation systematically from the function angle of human resources development to the economical development, and put forward the following proposals: Strengthening legal system to control population growth;Raising the population health standard to promote the economical growth;Developing the education is an important way to development west the human resources vigorously;Seting up the scientific talented person concept;Attaching importance to the use and the development of western talented people;Attracting the lacking talented person in different kinds of ways;Realizating full employment in west countryside through human resources development.I hope the paper research conclusion can provide some proposals for the enhancement of the western area population comprehensive quality and the promotion of the economic development.
