| Shilin County depends on the geological conditions of Karst actively developing tourism industry, has a high reputation in the world.However, in the face of land desertification situation, is the rapid development of the economy beyond the fragile ecological environment capacity, whether the residents get the same benefits.To solve this problem, this paper choose to evaluate the welfare of the people in Shilin County in recent ten years.By solving the translation of the remote sensing imageof Shilin County in 2003, 2004, 2008, 2009, 2013, 2014,calculate the area of farmland, wetlands and forests,from the domestic and foreign research results, combined with the statistical data of Shilin County,calculated the Genuine Progress Indicator of Shilin County in 2004, 2009, 2014, and compare the Genuine Progress Indicator and GDP. Through the analysis of the data, assessment of the Shilin County’s Economic, environmental and social sustainable development situation, and finally puts forward suggestions for sustainable development in Shilin County.Research shows that:(1) From 2004 to 2014, the wetland, farmland and forest in Shilin County landwere reduced. Especially by three years of continuous drought began from 2009 to 2009, compared with 2013, the area change more than any other time.(2)In 2004, 2009 and 2014,Shilin County per capita Genuine Progress Indicator / per capita GDP were 48.99%,55.26%,85.35%. Note that to measure the regional development and people’s welfare to GDP is flawed.(3) From 2004 to 2014, the Genuine Progress Indicator per capita and GDP per capita were growth, and from 2009 to 2014 the growth rate was more than 2004 to 2009, indicating that the overall economic growth and social welfare are synchronous, and the growth rate are speeding up. After five years of Genuine Progress Indicator and per capita real GDP per capita gap is smaller than the previous five years, that has significantly improved the welfare of the people.(4)The Genuine Progress Indicator of Shilin County in the contribution rate of net capital investment and labor for real parenting and family development index contribution rate, improve the third industry related investment to improve the welfare of the people. The cost of pollution control is the key factor in the growth of Genuine Progress Indicator in Shilin county.(5)Through the analysis of theGenuine Progress Indicator’s results, compare with the GPI research of other area in China and the world,put forward in Shilin County sustainable development, increase the operation method of the welfare of the people. Mainly include: to improve traffic construction and investment in fixed assets, for the future development and lay a solid foundation; reasonable financial revenue and expenditure, reduce the fiscal deficit; reduce the number of enterprises with high energy consumption, low energy consumption and increase the introduction of production of high-yield projects, reduce industrial pollution emissions from the source, to prevent "pollution first, then, after a fine control mode"; according to soil fertility and crop types of chemical fertilizers, pesticides, targeted for soil improvement, reduce fertilizer, pesticide waste of resources; development and use of clean energy to increase efficiency; close observation of natural ecosystem change regulation ability, according to the bearing capacity of the appropriate development of agricultural production; family labor value; strengthen education, human control crime, traffic accidents and the number of divorce.Through the calculation and discussion on the index of Shilin County’s Genuine Progress Indicator, to accelerate economic, natural and social sustainable development evaluation index into conventional monitoring methods in economic development, strengthen the public awareness of sustainable development and the real rulers, ultimately improve people’s welfare. |
