Guizhou is a typical mountainous province, of which the sloping fields and hills cover the 92.5% of whole area. The sloping fields, for the peasants, are regarded as not only the basic living space but also the agricultural space. The increasingly steady economy, directly influenced by the agricultural production and the living standard of peasants, badly needs the fully equipped public service. Therefore, it is especially important to provide the sufficient public service for the economic development of the sloping fields. At present, there are existing many problems of supply of public service in the economic development of sloping fields in Guizhou, such as the fragmented subjects of supply, the poor efficiency of supply structure, the monotonous mode of supply and so on, which are urgently needed to be studied and solved. The essay tries to construct the supply and cooperation mode of public service in the economic development of sloping fields by the means of combination of the theory and view of synergetics and the analysis of documents, the analysis of theories,the field investigation etc. The essay has 5 parts. The first part is the introduction. In this part first it discusses the aim and the significance of the essay; then a summary of related studies at home and abroad. Afterwards, a definition of the core conception and at last an explanation about the research method and the innovations. The second part is the study of foundation of theory. In this part, it mainly explains the theory of the new public service and the theory of cooperation; then an exploration about correlation between the economic development of sloping fields and the theory of cooperation. The third part is “the currently existing problems of rural public service in the economic development of sloping fields”. In this part, it includes the meaning and category of supply modes of rural public service in our country, the basic conditions of economic development of sloping fields, and the existing problems and supply of basic public service in the economic development of sloping fields. The fourth part is “the observation of the supply and cooperation mode of economic development of sloping fields”. In this part, it explains what the combination between the pluralistic subjects of supply and the specialized cooperative, the embryo of supply and cooperation of public service in the economic development of sloping fields in Wude town of Shiqian County. Then an explaination and distilment about the link between the pluralistic subjects of supply and specialized cooperative in Wude town of Shiqian County. The fifth part is “the innovation study of the economicdevelopment of sloping fields in Guizhou in the view of pluralistic cooperative. In this part, it is mainly about, in the view of pluralistic cooperation, the key elements, which construct the supply mode of public service and the innovation strategy about the supply mode of public service in the economic development of sloping fields.The innovations in this essay mainly show in 3 ways.(1) The new object of research. It is not common to take the supply mode of public service in the economic development of sloping fields.(2) The new view of research. It is practical to employ the basic principles and theories of synergetics for supply mode of economic development of sloping fields.(3) The new construction of strategy. It has policy innovation and application practice because it studies, in the view of pluralistic cooperation, the innovative strategy of the supply and cooperation mode of public service in the economic development of sloping fields in Guizhou.
