With the rapid development of the economy around the world, human resources is catching more and more eyes from various types of enterprises in various countries. As a newly developed industry, the human resources service industry gain great achievements. The city of Yangzhou followed by the national human resources service industry, has been established a comparatively stable and mature human resources service system, but as to the local enterprises of the human resources service, there are a relatively large gap between the enterprises of developed countries as well as economically developed areas and ones of Yangzhou, such as low profitability, small-scale, weak, single product and so on.With 30-year development, Chinese human resources service industry has begun to take shape. All types of human resources service agencies take turns to build companies in Chinese market. They have wide range of service and products, and their forms has been changed from single product of traditional recruiting to new complex and competitive business, including Internet recruiting, human agency, human resources consulting, which have the features of high-end and diversification. So far, Chinese human resources service has established a completely valuable chain for serving the human resources.FAS Human Resource Service Company was transferred from a public institution in 2004. Now it has become a limited company with an initial capital of 2 million Yuan. Through 15-year development, this company has gained great achievements. It is the governing unit of Chinese Foreign Service Industry Association and Chinese Airline Transportation Association. It established cooperation with Court System in Jiangsu Province taking the translation work, and it is also the vice president unit of Yangzhou Human Resource Association.With the deepening of globalization and fervorization of market competition, FAS Human Resources Service Company has been challenged by various human resource service agencies. It must think about a line of questions of how to win in the competition, how to improve the capacity of gaining profits, how to expand the operating scale and how to attract more customers.On the basis of development background of the human resources service industry and the company’s current situation, this thesis, at the beginning, researches and analyzes the current situation of FAS Human Resources Service Company as well as the Chinese market, based on which, the writer draw the subject investigated and the researching questions. Then the writer follows as extensive literature review and summarize the strategic management theory and focuses on the various methods and tools strategy development. Then choose Foreign Affairs Service Co., Ltd. Yangzhou as a researching case, the writer analyze with details the company’s external environment and core competitiveness. Through SWOT analysis, we obtained the company’s own strengths, weaknesses and the opportunities and challenges, and on this basis the company put forward relevant opinions and conclusions:First, the company should adopt an integrated development strategy, innovative management style:with integrated chain operations. The second is to take differentiated competitive strategy:by taking the different ways of a brand, enhance the competitiveness of the company. Third, the implementation of the strategy:by building an organization of implementing strategy, establishing strategic performance evaluation mechanism and seeking strategic alliances to broaden the customer resources to ensure the company to gradually expand the scale of the consolidation of the existing market, and innovate human resources services products and services so as to increase the added value of products. Fourth, Implement safeguard measures:one is Financial Arrangements, through government financing, seek financing and other financial partners and resolve financial problems, to maintain the existing implementation of stable investment profits by keeping the original product market share by investing in the development of new services and products, occupy new market share; the other is human resources, actively training, reserve personnel, establish and improve the employment mechanism.
