The Legal Advice Television Program started in the context of social and political system transitions. This genre functions as the legal educator, social guidance and supervision. At present, this genre underwent the incipient, development and maturity period. A predominant amount of this genre-the city level legal advice television programs now face the competitions from both central television station and provincial counterparts with an unclear future. What is the present situation of the city level legal advice television programs? What conditions limit their development? How will they work their way out? This paper focuses on the legal advice television programs from six city level television station in the south, middle and north of Jiangsu province. The analysis covers areas of the background, the current situation, challenges, limitations, and strategies. In order to get systematic understanding of the city level legal advice television programs, to conclude their typical features, this paper has adopted program data collection, questionnaire survey, internet survey, and data analysis. Moreover, comparisons with same programs from central and provincial level have been made in order to design successful sustainable plan for the next step. This paper has also reached out for the new models and concepts domestically and internationally for better solutions and directions for the legal advice television program. In the current context, the city level legal advice television programs must reflect upon the problems and limitations of their own, build a better system, insist upon the spirit of law, be creative with the television media, position themselves based on information and legal education, balance the relation between program rate and Judiciary. Only when they insist on the principle of"creativity, localization, specialty, diversity, service-orientation, humanity, and integration"could they better serve the propaganda need of the Party and government, and the increasing demand for cultural products from the public. Eventually they can better represent the instructive function of the television as a legal educator and to optimize the benefits of harmonious society.
