The convergence of fixed network and mobile network is the development trend of next generation network(NGN). Fixed network and mobile network will develop to IP computer network. In future, under IP computer network condition, IP Media System(IMS) provides a more optimized control plat in network control layer than soft switch, which makes the service more feasible and faster in circuit field, package field and media field, then operators can provide colorful, personal service and media service to user, and provide different service with QOS guarantee in order to ensure users be attracted by colorful and different service, and promote the development of communication service.Based on the research of the IMS frame network and combined with the IMS technology status and development trend, the article researches on the most important core system competed by operators in market, that is charging system. The article discusses and proves the feasibility and necessity of new charging scheme according to the idea of IMS network construction of Sichuan Telecom, and referring to the standards of 3GPP, and combing the latest development trend of charging scheme both abroad and domestic. Finally, the thesis realizes the construction design of the charging system of Sichuan Telecom with the analysis of the charging system status of Sichuan Telecom. The main work of this thesis is listed as below.Based on the introduction of IMS theory, the thesis analyzes the construction demand and current problem of charging system, then puts forward the construction scheme.The thesis puts forward the detail implementation. Combining the construction status of Sichuan Telecom charging system, the service need, interface, network construction, network reconstruction etc are studied and analyzed, then the design of detail implementation scheme of Sichuan Telecom charging system is put forward. The thesis researches on the realization of the charging module, and promotes the design .The thesis puts forward the charging system scheme of Sichuan Telecom based on IMS, which can be conference for Sichuan Telecom construction project and have actual value for Sichuan Telecom to improve the service under IMS convergence network mode. And it also has conference value for other companies of China Telecom and other operators to construct charging system under IMS convergence network mode.
