Mobile Mobile Meteorological Disaster Mitigation Business Service System

In recent years,the global abnormal climate is becoming more and more obvious, the weather disasters and the secondary disasters caused by weather occur more and more frequently, the weather and the related disasters have restricted economic and social development in Jiangxi Province, and have threaten seriously people's safety and property. Therefore, the research and development of the mobile weather service system for prevention and relief of the weather disaster which is based on 2.5G and future third-generation (3G) mobile communication is vital significant, the decision makers and the public can get meteorological information and services in any place at any time.The thesis shows the mobile weather service system for prevention and relief of the meteorologic disaster is based on a series of key technologies,including J2ME,windows CE,WAP,WAP push,database,etc. Besides, the thesis states in detail in many related aspects, such as architecture model, selection of technique programme, database foundation and so on. Finally, the thesis analyzes the system's implementation of the modules and processes, by introducing the realization of the module principle and ideas, the design process and the development of specific steps and analysis.In this thesis, a wide range of technology is integrated, including mobile internet technology, J2ME technology, WinCE, multimedia information processing technology and the modernization of the meteorological business applications, meteorological disaster warning issued, the public meteorological services applications.The system has solved the problem that mobile phone user can access meteorological information conveniently in any regional mobile signal Coveraged.There are five modules in the system: meteorological application software used in mobile client, database support module, the business information processing module running in backstage, weather warning information distributing module and business management platform online.The application of the system has been automated in the Jiangxi meteorological department, it has successfully service in many industries, and has received the remarkable economy and the social efficiency.The practice shows that the system has clear flow, rational design and very flexible structure,it is easy to be transplanted and be managed, it has been effectively transplanted in eighteen meteorological departments ,such as Hubei Province, Ningbo city and so on.
