The radio frequency is the base and medium of the radio communication, and also a special type of natural resources. With the rapid development in wireless technology, nowadays we should strengthen the radio management in order to protect the orderly use of frequency resources and ensure the normal use of the wireless business and service, and bring the radio technology to play a n important role in the promotion of economic development. Radio monitoring is one of the main tasks of the radio management, a high-speed, wide-band and automatic monitoring system is the most important tool to the radio monitoring work.According to the shortcoming in the current radio monitoring system, the thesis designs a new monitoring procedure which meets the requirements of the modern radio monitoring, and define the each step in the procedure. On the base of new procedure, the thesis design a radio monitoring system having two important functions, high speed time-domain data storage and abnormal signal auto detection, using the software-defined radio (SDR) and modern digital signal processing technology.The important meaning and content of research are introduced in the thesis firstly. Then according as the new procedure, the thesis mentions a complete design based on the IPBW output of the monitoring receiver and SDR.The detail design of hardware structure and module of the new monitoring system are presented in the thesis, including the technology of high-speed AD sampling, the digital down-convertor (DDC) based on FPGA and raid disk array. And the design of signal processing part in the system software is also introduced here, including the software FFT technology, the algorithm of the abnormal signal auto detection and AF, FM demodulation.
