The development of China's provincial satellite TV began from the year 1986 when the satellite transmission of Xinjiang Television Station came into operation to the year 1999 when Hainan Satellite TV became the last satellite provincial channel. In 14 years,31 provinces, regions, and municipalities have realized the application of satellite TV. Now the competitions among the provincial satellite TV have shown a white-hot trend, and their influences are gradually coming up with CCTV, playing a major role in the national TV media.As a typical provincial satellite TV, Shanghai Dragon TV is defined as the name card of Shanghai. It has a history of more than 10 years since 1998. This period is also the microcosm of China's provincial satellite TV development. With the growth of China's TV industry, Dragon TV has experienced several stages.Although there is lack of uniformity in the development of China's provincial satellite TV because of the differences in areas and resources, however, meanwhile, there is a clear trend of homogenization in its growth and the universality to be explored in its development track. What's more, the problem it confronted with has certain inevitability. This paper starts with not only the problems of the development course and the current situation of Dragon TV, but also its status in the competitions. A preliminary exploration of its strategies has been made at the aim to obtain some references for the development of China's provincial satellite TV through these researches.Dragon TV has long been stranded in a dilemma of certain problems, which, to sum up, lie in organizational structure, programming mode, channel position, etc. Learning from the key development strategies of other brother satellite TV stations, we shall solve the dilemma that Dragon TV is faced with, build the brand adapt to Shanghai image, find a whole set of development strategies suitable for the city, and, conclusively, get a breakthrough of its own.As the saying goes, of a nation, of the world! Only by exploring the special status of national financial centre and keep the local features can Dragon TV make its own brand. Only by being content-oriented can Dragon TV take its place on a national wide scale.
