The emergence of the media greatly changed our life,now with the constant development of science and technology,the media continue to be enriched the life of the people,at the same time,its own,and with other aspects of society have emerged more or less problems. This paper elaborated on the theory of the freedom of press and the regulation of freedom, and analyzed the number of conflicts between the two, and finally settled in the balance between the two conflicting issues.Freedom of expression is a precious human right,the ancestor to fight for this freedom and even to pay the blood price.Freedom of press as a natural extension of right to freedom of speech,in a modern society is alao very important. But not any right to freedon is absolutely,in that case,our society will have no freedom at all.Freedom of press as a right to freedom,and its relative,there are limits,it is regulation of the press.But in our social practice,there are some contradictions between the freedom of press and the regulation of the press,if we find the solution to these contradictions,the freedom of press can truly be realized,the regulation of press can be seen the effectiveness.The article is divided into four parts,the freedom of press,the regulation of press,contradictions and balance between the freedom of press and the regulation of press.The freedom of press as a precious human rights, the establishment in the world have gone through the tortuous course of a century.
