With the rapid development of digital technology, more and more attention has been paid in digital video surveillance. At the same time, different demands are put forward to video surveillance products for the sake of refining market, such as function, coding efficiency, real-time performance, cost, power, etc. How to develop a stable, high-performance and real-time video surveillance systems in a reasonable cost's scope and variety applications, is a common problem in video surveillance market currently.In this paper, video surveillance system and relate algorithms will be studied and designed on the basis of detailed introduction in the status quo, development trends and technology arounding video surveillance products. This paper will construct a motional video surveillance system with Zoran Corporation C0ACH6 as the core chip, SOI268 200M CMOS camera as input, standard NTSC or PAL television standard signal as output, 8M of SDRAM and 64M of FLASH as memory. Because the SOI268 will bring in a lot of noise in low brightness occasion, this paper give a motional status detective algorithm based on Le Gall 5/3 integer lifting wavelet transform and interframe differential algorithm. In order to achieve a better human-computer interaction interface and motion parameter adjusting, this system integrated a settings menu, select playback mode, sub-window setting, sensitivity function and other practical functions. Based on specific environment and specific hardware, the motional video surveillance algorithm has a certain novelty and practicality.Through the tests of system software and machine, the motion video surveillance system which developed by this project works well and has strong adaptability and high performance but low cost. The design completely achieves the anticipative goal, especially suit for home, office occasions, laboratory and other general living environment of the video surveillance needs.
