| Emergency drill is an important means to examine, appraise and maintain the emergency-response-capability of government. The Consequence of it is: to discover the faults of emergency-plan or emergency-procedure before accident really occurs, to check if the emergency-resource is sufficient (including manpower and equipment, etc.), to improve the coordination among departments, organizations and staff, to enhance the public's emergency-awareness and make them more confident in the major-accident- rescue, and to improve the overall emergency response capacity.This thesis is made according to the requirements of province-level-national- economy-mobilization-emergency–drill-system. Based on the research on element- standardization of province-level-national-economy-mobilization-plan, the category of drill has been made. And the indicator system to appraise the drill process and result has been established by combining the reference factor of drill-means. Furthermore the logical business model and data model for emergency drill have been given.To solve the problem that data-exchange involving in this system is very complex, make the drill process more flexible and realize the dynamic-management of appraise-model, some technical approach such as web-architecture, data-bus, workflow, model-base and so on, has been applied in this system. Thus the technical architecture of emergency drill system is established, and the application system has been developed basing on it.A common province-level-emergency-drill-system has been realized by utilizing the object-oriented software technology. The application result shows: the real system ,which is realized according to the technology architecture and solution provided in this thesis, is capable of verifying the efficiency of plan, find the shortage of emergency-resource, improving the coordination-capacity among emergency departments and the proficiency& skill of emergency staff, and enhancing the ability of government to dispose crisis. |
