Network Resource Allocation Policies And Regulations System Optimization Study

Based on theoretic contents of Chinese web information resource allocation, this paper studies systematically the institution of the policy, laws and regulations on web information resource allocation. At the beginning, the author introduces the content and target of web information resource allocation, reveals the current situation of web information resource allocation. Following, through the analysis of market mechanism and the causes of "market failure", the author points out that government intervention is an effective complement of market mechanism, especially the institution of the policy, laws and regulations. According to the characters of institution of the policy, laws and regulations, and the analysis of present institution of the policy, laws and regulations, the author lists out the defects of present institution of the policy, laws and regulations. As the existence of these defects, we need to optimize present institution. So in the end based on the analysis of efficiency and fairness, the author proposes the means to optimize the institution of the policy, laws and regulations.
