Picture Archiving and Communications System (PACS), implementing the effective management and share of clinical radiograms, has been widely applied for clinical use. However, as a systematical project rather than a simple systematical installation, on the one hand, the construction of the PACS should be based on an overall Request for Proposal, solutions to the requirements and a scientific and standard implementation strategies. While many domestic medical institutes lack effective plans and strategies for implementing PACS; meanwhile, system suppliers and medical institutes are divorced from each other at the matter of Request for Proposal, which causes high arbitrariness in system planning and implementation and thus ultimately leads to inefficient performance of the system and a waste of both personnel and funds. On the other hand, the progress of PACS's implementation requires solutions to many technical issues, most of which appear in communication, display and archiving. At present, optical fiber is mostly applied to the network system in most hospitals; the price of the station with high-resolution display keeps decreasing. Therefore there is now no problem in communication and display. In term of archiving of pictorial formation, it is required to realize quick archiving of multitudes of data and give convenience to using them. So it is important to choose a suitable plan for archiving. This thesis is based on that need and its conclusion has a bright prospect and a high value for application.At first, the thesis summarizes the necessity, importance, development, current research and future trend of PACS, and emphasize the development and problems ofPACSin China; it also reviews several radiophotography equipments (CR, CT, MR, etc) in basic knowledge, common terminologies and medical digital image formation, and analyzes the keys to buildPACSand the environment that the system supports.Then, according to the practical need of the Affiliated Hospital of Luzhou Medical College (hereinafter referred to as"the Affiliated Hospital"), designs the Request for Proposal in detail for the Affiliated Hospital implementing PACS; and, on the basis of the analysis, gives a design of image storage and system maintenance for the Affiliated Hospital.The thesis researches the structural design and assessment model of RFP through the introduction of QFD (Quality Function Deploymen)technology and provides theoretical guidance for the effective implementation and system verification of PACS.The Request for Proposal combined with this thesis has been successfully applied in the Affiliated Hospital. The plan of medical archiving and the design of system maintenance are to be applied there.The thesis is a good connection among the fields of computer science, medical science and management and is a successful example and exploration for the application of computer technology to medical science and the reinforcement of medical management, therefore it has a high reference value.
