As a huge system, monitor the complexity and correlation marine items is the key point of marine environment monitoring. The effectiveness of marine monitoring has impressive and long-term effect on utilizing, protecting and disaster prediction. By particular analyzing the national and international status, and the disadvantages of our country in marine monitoring fields, design the framework of the marine monitoring information system and finish the function requirement analyze. Establish a strong base for network, intelligent, distributed and modularized marine monitoring information system.By introducing GIS technology to distribute marine data with geography information greatly improved the effect and efficiency of marine data distributing. Meanwhile design the MarineXML schema for data interaction between different operate system and information system. Design vector map frame for Lai Zhou wan. Base on the vector map design and develop GIS Client Application with Mapobjects. The chapter also gives particular key techniques description about data romance, vector query and info query and so on. After that respectively design and develop WebGIS Service by ArcIMS and MOIMS. By contrast we found that MOMS is more suitable for the information system. ASP.NET of .NET framework was used to develop web browser for URL command building, in this way burden of the map server goes down and performance goes up.The Monitoring Sub-system uses distributed station for equipment management, further more embedded GIS was investigated for the distributed station software. The equipment monitoring and data management ability of distributed station was greatly improved.Investigate in new data mining technique and comparing a few kinds of*clustering methods, introduced square error clustering method for predication of Harmful algal blooms.
