The expressway in China grew rapidly in recent years, and Zhejiang is one of best provinces in expressway development. By the end of 2004, the expressway of Zhejiang province has been 1442km long and has played a key role in transition of Zhejiang province. In order to punish illegal drivers and monitor cars the police interests, the Expressway Vehicle Surveillance System is built, which covers 30 gateways in expressway of Zhejiang province. The system connects all 30 gateways and management center and it can give warning to polices when finding illegal cars. This paper focuses on the design and implementation of roadway side of Expressway Vehicle Surveillance System.Firstly, this paper presents the design and logic structure of the whole system based on the requirement of the project. And in the rest, this paper focuses on the design and implementation of the roadway side software of the system.Secondly, this paper introduces the design and implementation of surveillance and process program. It covers the techniques of using Delphi DLLs in VC++ environment, the flow of vehicle data processing, and the control of serial port equipments.Thirdly, this paper presents an effective and reliable approach to exchanging data between databases. It also discusses some issues about data consistency.Fourthly, this paper introduces the design and implementation of application status surveillance and control program. It presents an effective method of application status surveillance and control using hardware watchdog. It also introduces the techniques of rebooting system using Windows API and accessing I/O port directly using WinIO library.At last, the paper introduces the design of simulation software of Plate Recognition Equipment, its implementation using multi-thread technology, and a method of generating car information using random functions.
