In 2001, State Administration of Taxation (SAT) of Henan established the Personnel Management Information System (PMIS) which has realized database centralized-management. This system has got high appraisal from the leaders of SAT of Henan and SAT because the system disposes the human resources scientifically and used popularly. In the followings years, PMIS' s data has been constantly improved and tamped. The leaders of SAT and personnel department put forward higher and higher demand, so human resource analysis arises.Through seriously analysis of the law, regulation and system about the personnel management, we think this process is develop and analyse a great deal of the personnel information and classify the persons into several categories according to their similar inherent and coherent qualities. Based on the classification, we know what qualities he should have and what job he is competent for. Furthermore we are sure the specific job needs the person with the specific professional knowledge. Those who are not qualified for the job should improve such knowledge. Through actual operation analysis, we think this process is very similar to fuzzy clustering analysis in fuzzy mathematics. We established mathematics model and corresponding ruler system and fuzzy matrix based on fuzzy clustering analysis in fuzzy mathematics and the process of human resources decision-analysis. We classify the persons into several categories by using fuzzy clustering analysis. Fuzzy clustering analysis is introduced into the human resources decision- analysis of SAT of Henan.Through deep study of human resources decision-analysis, we divide the ruler of human resources decision-analysis into two kinds. One is objective ruler based on length of service and academic credentials and post and so on, which reflect personnel' s state and ability and experience. The other is subjective ruler based on appraisement of all the colleagues every year. Through combination objective and subjective data, we realized human resources decision- analysis system.When the related theory of fuzzy mathematics is introduced into human resources decision-analysis, we have mainly carried on the following researches:1, Which model should be choosed in fuzzy mathematics theory in making human resources decision-analysis?2, How to establish ruler system of human resources decision-analysis system?3, How to establish the similar matrix?4, How to decide the value of intercept A of the fuzzy similar matrix?5, How to verify human resources decision-analysis?On the system realization, human resources decision-analysis system adopt the same development platform and environment, that is Windows 2000 operation system, SQL Server 2000 database development platform, IIS5.0 WEB environment, ASP development language. The half year' s operation in SAT of Henan shows that the system with strong practicability goes smoothly and is worthy of being used widely. It can offer the department leaders some references in human resources decision-analysis.
