Under the environment of knowledge economy, knowledge become the decisive core resources which can influence enterprises' exist and development. The competition superiority of enterprises' derive not largely from efficiency and cost, but largely from core-competence-based-on-knowledge, which originate from knowledge sharing and innovation. As a result the enterprises' competition superiority stems from knowledge sharing and innovation.Publishers' mission are producing good book, getting profit and training person of ability as behavior subjects who face with market and take part in competence. Quality of their knowledge produce is a decisive factor as a typical knowledge-pattern enterprise. So it become a pressing question to fulfill their mission with high quality and efficiency in the face of competence and market under the condition of knowledge economy in the 21st.This paper expounds that core-competence, which origin in knowledge sharing and innovation, is one based-on-knowledge through analysis of relation between management and core-competence. The ultimate end knowledge management is to shape and to maintain core-competence. It points out that publishers should implement KM for the need of development and the future of the publisher.Firstly the paper elaborates around knowledge management. The interpretation includes two parts: one interprets concept, construct and management of knowledge capital and core-competence-based-on-know-ledge from the angle of knowledge; another interprets concept and end of knowledge management.Secondly the paper elaborates why publishers put KM into effect. The paper thinks that publishers have typical feature of the knowledge management through exploration of relation between a publisher and a knowledge-pattern enterprise, that the necessity of KM in publishers meet the need of development of themselves, that the situation of duplication publishing needs the knowledge innovation, which can shape and maintain the core-competence of publishers.According to the above analysis the paper raises countermeasures of KM of publishers. They include establishing tactics of enterprise culture based-on-knowledge-sharing(here the leader's action on knowledge sharing is stressed), founding KM system incorporated into business process (here knowledge database integrated into business process is emphasized), making core-competence-knowledge clear and realizing their innovation(here that only uniting resources with core-knowledge can core-competence develop is underlined), strengthening management of tangible capital of publishers(here tangible capital and their management strategy are raised completely).It consists of 3 parts, including about 32, OOOwords, 1 diagram and 2pictures.
