Virtual Research Organization (VRO) is a new R&D model that the concept of Virtual Organization used in scientific research institution. With the sub-project of "Research of Knowledge and Information Management System (Prototype)" of project of " Dalian City Building a Software Industry Internationalization Model City" of 863 Program of Ministry of Science and Technology of PRC. Aiming at the difficulty in intercommunion and in inheriting knowledge, a plan of building a Knowledge and Information System is presented. The character of Virtual Research Organization and the feasibility of Knowledge and Information Management System building are analyzed. Hence, with the method of Knowledge Systems Engineering, function of Knowledge and Information System of VRO is analyzed.
