Organization Knowledge System is naturally a dynamic development knowledge system, composed of experiences, values, relevant information and insights of organization which are interacted.lt is the inherent system feature of knowledge that determines that knowledge management (KM) is a system engineering. It is exactly on the basis of this kind of understanding to design the knowledge management system (KMS) based on system science, a kind of brand- new design method combined KM with the thoughts and methods of systematic science. This kind of design method divides KMS into knowledge subsystem, values subsystem, management subsystem, and technology subsystem. These four relatively independent subsystems influence with each other, and form an organic whole including subject, object, means, methods, and ways.This paper puts the above-mentioned thoughts and methods into the practice of the management of science and technology plan for Liaoning Province, then analyzes KS of the provincial plan of science and technology, furthermore studies the essence and purpose of the provincial plan of science and technology KM. And finally the KMS of plan of science and technology based on system science is analyzed and designed. This system includes the target system (the knowledge subsystem) and the tool system (values subsystem, management subsystem, technology subsystem). In the process of analyse and design, the organic quality, interaction quality and particularity of plan of science and technology KS are fully considered, which guarantees the integrity, adaptability and pertinence of the KMS of plan of science and technology.
