Digital publishing income scale in our country more and more high, among them, the Internet advertising, online games and mobile phone publishing major share of income. At the same time, the state general administration of press and publication in the 12th five-year plan, vigorously encourage the development of press digital publishing, and supporting cross-media publishing, compound on the exploration of digital publishing, etc. Press while completed the enterprises in our country, also is eager to do something on the transformation of digital publishing, but generally influenced by planned economy, the administrative color, strong strategic research urgently needed transformation.However, the academic circles of local small and medium education press digital publishing inking of strategic management research is not much, the number of academic papers rarely, and mostly concentrated on to higher education press and other large educational press digital publishing transformation of strategic analysis, point of view, although novel but is not comprehensive enough. Therefore, this paper choose the representative of the Shaanxi people’s Education Press published in local press, analysis of strategic transformation of environment and the macro development trend of the digital, using the research method of the theories of strategic management, planning and design of the agency’s digital publishing transformation, put forward the strategy to integrate resources, resources construction as the core of the introduction and combined with cultivation of talent innovation strategy, innovation strategy, brand has been somewhat the BPR strategy zero business model design innovation strategy, digital publishing platform and a planned gradual change of organization structure based on strategy, and how to implement these strategies put forward specific suggestions. At the same time, also hoped that through the case of China’s small and medium-sized local education press digital publishing strategy research impact and effective for this kind of press in the strategy and implementation of the development activity play a reference role.
