| From2011, The CPC Central Committee brings up the issue of reforming the public service units by different categories by reforming the management system, separating the public service units from government, and understands the relationship between government and public service units.As the none-profit public service units, public library operating the corporate governance structure. Public library board system is used by developed countries and regions widely.And it is also quite a good reference for establishing the corporate governance structure in public library of our country. At the same time, it is efficient to accomplish the basic target of public service units which is "separating the public service units from government and separation of management and running".Followed by the renovation, some of public libraries try to establish board and reform the management. By doing that, we accumulate experience which suitable for the reality of public library in our country, however, we still has the bias in functional position of the board, unreasonable board structure, low level of regulation and also imperfection of the related cooperative system etc.By using the new public management theory, principal-agent theory, corporate governance theory etc, this essay is focus on the common problem in public library board system renovation. The essay is using the experience from the board management system of foreign country public libraries and under the background of renovation for the corporate governance structure and public library board system, to analyze the problem and obstacle which public board system facing under recent management system. Furthermore, for the response and accomplish the establishment of board system, fully utilize the role which public library play in the construction of public cultural system, we bring out some relevant suggestions and hope it can has some contribute to the renovation of public library management system in our country. |
