A Study On The Government 's Performing Cultural Function In The Construction Of Public Libraries

With the development of our socialist market economy, citizens’ living standardand quality are improving constantly and people also gradually shifted to the pursuitof the spiritual life of enjoyment from pursuit of material life. However, in real life,the demand of spiritual life is growing, and the contradiction which is increase as thesupply of culture service’s insufficient. Therefore, meet the demand of civic cultureand realize the right of citizen culture are to promote the cultural development andprosperity of our country, and which are also one of important way for ourgovernment which shifted to service government. In recent years, with thedeepening of the construction of public cultural service system and Public artgalleries, Public library, Cultural centers are free for visit, different kind of culturesupporting policy are coming, herald the system of public culture service is graduallyperfect and efficiency of culture service is improving. Public Library is one ofimportant public cultural institutions, which is the backbone of public culture servicesystem, bearing and playing the important role in the system. Therefore, Governmenthas responsibilities and liabilities to support the constructing and developing of theLibrary.This thesis analysis the general theory of government functions on constructingpublic library, and define the connotation of government functions, and alsoexplored the diversification in constructing project on the public culture servicecareer. The innovation point in this thesis which is utilizing the theory of New PublicAdministration, starts from the effect and problems then combining the condition ofShanghai public library and related data to analysis. Summarizing the deficiencywhen government constructing the public library, and find out the reason. Then,present solution and strategy which basis on the path of government functions andthe participation of social force and etc. Whereby I will present the strategy on thescientific managing, reformation building, function center transferring, multiplesupply and service concept’s transition and so on which are the path of governmentfunction. Hopes to promote efficiency for the implementation of the cultural function of government and government leadership, to further perfect theconstruction of public cultural service system in our country.
