With the development of industrialization and informatization, the material level of our human society has got great development. However, during the development, the deterioration of the environment also questions us again and again, especially entering in twenty-first Century. On one hand, we are reveling in the informational and electronic world. On the other hand, we are affected by the world’s tsunami, earthquake and so on. In2009, the climate conference in Copenhagen was well known as the last chance to save our humanity, and it brought unprecedented attention and influence. Moreover, as the climate problem’s globalization, the discussion on climate gradually became the game of politics. The countries in the international arena competed for the discourse right. So, this study tries to take the UN climate conference reports of China and the United States in2010-2012for example, aim to analyze and compare two sites’ reports of the English version of the People’s Daily online and the Washington Post.First of all, this paper will adopt the method of quantitative analysis to analyze the basic situation of two sites’ related reports of these three years. Second, to use qualitative content analysis and frame theory as the guiding ideology, and to describe the characteristics and differences of relevant report respectively from three aspects of the theme, the report structure and the form. In this part of the article, we mainly talk about how the news has a transmission from the micro level of the "discourse" to its macro "meaning". Finally, from the perspective of the social environment, we will compare the factors such as the politics, economy, culture and news concept’s impact and restriction. Last but not the least, against the advantages and disadvantages presented in the climate reports of China and America, we will summarize how to build climate conference reports in our country in the future.The study found that the People’s Daily online (English version) had more differences compared with the Washington post network in the genre, sources, and report number, etc. Its news’ source was unitary, and the reports’ depth and richness needed to improve and so on. Anyway, the People’s Daily online could learn a lot from the American media when making the newsroom. Meanwhile, to some extent the current climate propagation process had a strong political color. It was also the countries in the international arena compete for the voice. However, due to the different stages of the productivity development level of China and the United States, the differences in the concept of ideology and their different respective culture and concept of news, making one of the developed countries of the United States and the biggest developing country China have different discourse rights. Therefore, this research, on the one hand, can make us know how to draw lessons from western media coverage to improve the business level of our news. On the other hand, it can make our country pay more attention to the communication strategies in the process of climate conference reports, let us learn to use the perspective of globalization and to bear our country’s responsibility, and defend our voice in the international arena.
