Research On The Current Situation, Problems And Countermeasures Of Public Cultural Service In Public Libraries

Library, as an important public culture government institute, is the backbone of public culture service system construction. It undertakes the main content of public culture service and takes an important role in the public culture service system. In this new era and new world, facing the ever changing development of society, economy and culture, as well as the growing culture demanding of the public, how to adjust the public library operational mechanism, build a service system which meets the demanding of this age, implement efficient ways of service, meet the requirements of the public have become the primary problems of the development of Chinese public library.Based on the angle of the public library public culture service, this paper introduced the fundamental concepts of public services and the intention and function of public culture service, analyzed the relationships between public culture service and public service government, pointed out the background and practical meaning of Chinese public culture service. By adapting the precious experience of public library development home and abroad, taking Yangzhou city public library as the studying object, this paper investigated the public cultural service status of Yangzhou city public library through ways of practical research, document analysis and so on. The paper analyzed the present situation of Yangzhou city public library, pointed out existing problems and deficiencies:the layout of the library is unreasonable, the allocation of resources is unbalanced; readers’sense of participation is weak, the utilization of book resources is low; the financial investment is not sufficient and so on. On the basis of these facts, combined with scientific concept of development, guided by the important thought of the three representatives, analyzed Yangzhou city public library, which is one of the important component of Yangzhou city culture construction, establish and practice scientific concept of development and people oriented scientific concept, aim at opening to the community and serving the public, plan scientifically, distribute evenly and build a15minutes library service circle.Strengthen publicity, attract readers, innovate ways of public culture service; financial leading, rating load, guarantee the financial investment of the branch library construction and normal operation; integrate resources, enhance cooperation, realize the contributing and sharing of documents resources through multi-channels, promote the development of Yangzhou city public library itself and the constructing of Yangzhou city culture system, advance the construction of "innovated Yangzhou, exquisite Yangzhou, happy Yangzhou".
