One prominent feature of environmental emergency command is that environmental accidents are often unpredictable. Because the types of environmental pollution accidents vary, thousands of hazardous chemicals may cause pollution and the nature of each hazardous chemical differs, the corresponding disposal of emergency accident caused by each hazardous chemical is different. In the past, environmental emergency command is generally operated by manpower. Such kind of pattern has many deficiencies, and may even directly exert a bad influence on the final results. Therefore, it is urgent for environmental emergency command to become specialized.Environmental protection monitoring and emergency management system collects real-time data, and transfers the data through 3G and wireless GPRS technologies. The main advantages of this system are as follows: the emergency disposal is real-time and stable, and the collected data includes real emergency instruction as well as on-site monitoring and on-site image. With the help of this system, the commander at environmental protection center can provide certain strategies for the emergency command by analyzing real-time data, which makes it easier for on-site workers to adjust the next monitoring strategy. At the same time, this system offers a powerful knowledge base to various types of emergency processing personnel. This emergency disposal is more standardized due to effective guidance of emergency plans. It makes use of real-time data to analyze the pollution dispersion model, to estimate what effects the pollution incident may exert on the surrounding areas, and then takes corresponding measures to protect the targeted areas, minimizing the impact of the pollution incident. With the help of this system, we can summarize lots of reports, and then send them to upper management departments, which can avoid the drawbacks of previous post-incident reports and truly achieve the effect of real-time emergency disposal. With the establishment of environmental protection dynamic monitoring and emergency management system, environmental protection emergency command can get more professional guidance and thus can better serve the society. This paper first reviews the current situation of environmental emergency management system and points out the drawbacks of existing environmental emergency management systems by reviewing the literature at home and abroad. Based on the above facts, after analyzing the environmental emergency management framework, we put forward that we should model the environmental emergency incidents from the respects of dynamic data monitoring, environmental contingency plan management and environmental protection emergency forecasting models, and then define function and core process of this system. Finally, this paper illustrates the detailed design and implementation of the whole system, focusing on how to make use of the dynamic monitoring data to design and implement the environmental protection emergency model.The findings of this paper provide guidance for the environmental protection emergency management system, and have already been verified by the practice.
