Along with the 3G time's arrival, the cell phones had already become the information terminal from the communication terminal. The cell phones have penetrated into people's daily life, and changing our lifestyle and the mode of contact. We never doubt cell phones bring people great convenience. Unconsciously, various harmful information has rushed us. Lots of sales promotion message take up much of your time; trustless rumor disturbs your peaceful life; filthy content destroy your good mood; message fraud also cause your anxiety. We can hardly anticipate how much harmful information could appear during the future days. To face the facts, this thesis try to list all possible problems produced during information spreading process, conclude the foreign advanced experiences, list relative policies promulgated by the government, and give the rationalization suggestion to solve them.The harmful information from cell phone covers a wide field. This thesis chooses and classifies them into several kinds, further analysis will be focus on the cell phones message, WAP access and virus.In chapter l, there will be the background of the research, the purpose of the research and the achievement of the research in China. The latest report of CNNIC indicate that there are 800 million cell phone subscribers in china, there are also 303 million people access the mobile internet by cell phone. As the number increasing, there are more and more harmful information from cell phone. Against this occurrence, many communication and media research work has been focused on this field, while the author find that these research work is on single phenomenon. This thesis try to systems analysis problems of the harmful information from cell phone, and discuss the feature and the law on this field, try to find a way to solve these problems.In chapter 2, first, this thesis analyses the improvement of mobile technology, identify the concept of the harmful information from cell phone. Then this thesis analyses the content, method, psychology and influence of the harmful information from the communication perspective. The variety of the way of the harmful information spreads due to advancement of the technique of communication. In section l, this thesis introduce the history of the cell phone, and identify the harmful information, then list several cases, focus analyse the content of harmful information, the way it spreads, the mental factor of both transmitters and receivers.In chapter 3, the thesis analysis difficulties in declining the harmful information from cell phone, There are obstacles in extending Real-name system. It's also difficult for the telecommunication operators monitoring their network to find out which information is harmful. There are obstacles due to the telecommunication operators and Value-Added service provider think little of their obligation to the society. And there is hidden danger comes with the technical advancement of the mobile internet.In chapter 4, the thesis expose defects in managing those problems in China, also indicates it's possible to use the experience of other countries for reference to solve them. For example, it's possible to make protect individual messages legislation, manage commerical messages, implement Real-name system, establish a supervisory institution, etc. This thesis also generalize laws and policies on this field. Then give several advices in declining these harmful information.In chapter 5, this thesis analyses different ways and forms of these harmful information spreads, points out there are problems in declining them. At the end of the thesis, this thesis suggest that long-term mechanism of declining harmful information should be made from aspect of legislation, accountability and the self-discipline.
