In recent years, as the technology of computer and multimedia changing with each day and rapid development of network communication, multimedia technologies have widespread application in many domain. Because of multimedia's transformation from simulated signal to digital signal, it results that multimedia can be copied and interpolated very easily. While multimedia is valued as appreciation work, its copyright need be protected well; while multimedia is valued as legal important basis, a serials of problems whether it has been interpolated illegally or part of important basis has been deleted come about. Watermarking is raised as a new technology.Video frequency monitoring has made full use of multimedia characteristics and unified the real-time capture and hard disk video recording technology, and so on. It can get up the formidable deterrent force to the criminal and prevents the crime more effectively. Because it can track each monitoring scene in real-time and have rapid reflection ability, it can attack the crime effectively.Becuase of denying and quibbling of unlawful members,the video frequency monitoring video recording often takes the most important legal evidence.The cases that the most important part in video recording be maliciously deleted often occur. Video frequency monitoring has been used in many domain,such as safety protection of plot, shopping square,highway, bus and national day grand ceremony.Therefore the accurate judgement of the accuracy and the reliability of the video frequency monitoring video recording is especially importantly. As the widespread use of monitoring video frequency, it is treated as the most reliable evidence in law. At first,unlawful members destroy all data by deleting all the video data on hard disk.The loss of so much data must reveal the very big flaw involve one group of related personnel. As a result,they will have a difficulty escaping the legal sanction.At present,some unlawful member use a more wiser method of deleting the most important part of video data. In order to solve such a problem, this paper presents a digital watermarking algorithm for video surveillance.According to the request of document GA/T 669.4-2008 made by National Ministry of Public Security, the current surveillance video are all stored in H.264 compression standard. Based on characteristics of H.264-encoded block,we get macroblocks of high brightness and texture with great complexity by calculating in single-frame image.We convert the time to the binary data.Then we embed these binary data into the macroblocks by adaptive characteristics of these macroblocks. Compared with the image frame, the watermark we embed is very small mount of data.The compressed video with watermarking and the compressed video without watermarking look the same.Even if we make some attacks with reasonable degree,we can still extract the watermarking clearly.Because we disturb the time,make use of the fixed parameters to obtain the relevant macroblock and make an adaptive rule of macroblock,it's very difficult to delete or modify the watermarking in the video data. H.264 is already the highest compression standard. It may affect its quality significantly to process the macroblock in every possible way. It losses the meaning obviously. It indicates that this is a high security algorithm. If the algorithm can be used in video surveillance systems,the video collected and captured lively is embedded into time data in real time by this algrithom.It will make the surveillance video more persuasive and more legal.
