With the concept and theory of her management melting into the enterprise,performance management has become one of the core tasks of HR management.The enterprises has been changing from performance evaluation to performance management.Performance management is a consistent process which assorting operation flow,performance evaluation and representation of the employees with the strategy of the enterprise.Improving the performance of the whole organization and every single employee is its main concept.But the performance examine means the contribution of the members the organization,it is an important part of performance management,it is also one of the Communication activities in management,which is aiming to achive the strategic objectives of the enterprise and enhance the abilities of the employees.The Jiangnan Tian'an Technology Co. Ltd(TASS) is high-tech R&D enterprise in miniature in this paper's study.It is a company which has bounded ahead, it is absolutely necessary for it to enhance its abilities of competition and improve the performance of employees for the achievements of the enterprise's strategic objectives in the market with fierce competition and good prospect.So it is both inevitable and nessary for the company to set up a performance management system which is operative and feasible.The performance management system in this paper is based on B/S mode,using the open-source framework technology such as Spring,Struts and Hibernate which are free,combining with the theories of performance management at present,being designed to sovle the problem in the company's management. Low coupling and high cohesion is its features. The system maintenance and upgrade is also convenient to do while it has a low development costs.At last the system has been applied to the performance management successfully.
