Frequency converter is the core component of transceiver systems, whose performance plays a pivotal role on the performance of the transceiver system. It is short cycle, flexible structure, suitable for special applications by hybrid integrated circuit design technology. Therefore, most of the microwave millimeter wave communication, radar, remote sensing, reconnaissance and electronic confrontation have used integrated circuit inverter.In this thesis, based on frequency conversion and frequency synthesizer theory and design technology, we studied the down-converter of Ka/C band and up- converter of C/Ka band, the major works have been shown as followed: 1. We have studied the down-converter theories, and according to the system index we have used multi-level filter and amplification circuit to meet small noise coefficient, high frequency conversion gain and better the out-of-band suppression characteristics. The input RF port used the transition of coaxial connector to waveguide, which have the characteristics of low-loss and great tightness. The loss is less than 0.6dB. 2. We have done some research on the up-converter theories, according to the demand of gain and third-order intermediation, we calculated the output of the circuit and its intermediation characteristics, and obtained a good result of the up-converter and a high isolation of the local oscillator. 3. We have analyzed the phase-locked loop and its phase noise model, and designed the scheme of a micro-wave PLL with a 4 times frequency multiplier. Finally the low phase noise millimeter Frequency Source has been obtained.The down-converter and up-converter have been fabricated on the substrate whose thickness is 0.254mm based on the thin-film processing. The size of the converter module is 120×80×32mm3. The measured results show that the down-converter module has performance of 2.7dB of noise fiture, 65dB of Gain, at least 50dBc of clutter suppression at room temperature. The up-converter module has performance of 13 dB of gain. When the input power is -18 dBm, the suppresion of the third-order intermodulation is more than 51.76dBc. The PLL output of 6.35 GHz has low phase noise (better than,≤-99@10kHz,≤-99@100kHz). The converter modules have tightness and keep working well in -40℃~ +70℃.
