Digital phase shifter is the key component of phased-array radar and power combining technique. The phase shifter is fabricated using a novel load-line-type circuit which is named tandem stub for 11.25 degree, because the traditional load-line-type can be used only for 22.5 degree. The soft wares Agilent ADS2005A and Ansoft HFSS are used to simulate and optimize the circuit based on the calculated results. The maximum of the phase error of 11.25 degree digital phase shifter is 4 degree. Compare shift-line-type circuit with reflection-type circuit for 90 degree and 180 degree,3dB branch-line coupler type for 90 degree and 180 degree digital phase shifter is chosen. Then, the phase shifter is fabricated and tested.Finally, it takes a detailed test to the processed millimeter five-bit digital phase shifter. The test result is better than expected. The maximum of the phase error is 7°, the minimum of the phase error is 0.2°, the maximum of insertion loss is 11.8dB, the minimum of insertion loss is 8.6dB, the VSWR is better than 2 in the 30GHz-31GHz frequency band.
