As first-class administrative organization in the whole school work, college office is a ligament which links school, department, teachers and students as well as a center in the process of communication and coordination. With the implementation of the strategy of rejuvenating the country through science and education and the reform of administration system of universities education, the construction of universities in our country now is facing a lot of problems to adapt socialistic marketing economical system, such as enlarging the scale of universities, accelerating the construction of scientific teaching facilities, improving the quality and academic credentials, improving living conditions of students and staff. The pressure is greater and the task is tougher.The reform of administration system of universities asks for enhancement of service ability of university office.Based on the theory of university office management, this paper employ the method of literature, comparative analysis and making surveys and proposes relevant countermeasures and suggestions. On the basis of profound analysis of relevant reasons, the paper puts forward improving measures from three aspects:main ideas, mechanism and system. Firstly, make clear the main idea and the basic task of improving management office. Secondly, strengthening mechanism construction and five core ability of university office.
