The system of community level self-governance plays a vital role in the study of Chinese modern politics. To make a research of residential self-governance in ubran communities as a major part of grassroots demoncracy, there're important practical and strategic significances, and it's also benefitial for the study of ubran grassroot society against the background of changes in social structure and organization management.After the collapse of the planned economy,traditional social management-"unit system and street committee system" couldn't offer stable social management orders and public services. Community self-governance becomes the bacis direction and goal, which is from our objective needs of historical development. It's the real driving forces that the needs and the powers from the government and civil society are. In reality, the operation of community self-governance organizations is the performance of the biggest dilemma in this topics.This paper takes community residential committee and house-owner committee as the study subjects,and makes a deep analysis of dilemma in the dual agent of community neiborhood committee and role ambiguity of owner committee.Seemingly, problems represent in the operation of autonomous organization. In fact,through the theory of governance, it's obvious controlled by the controdictions of executive power and community self-goverrnment rights. How to balance both relationships is worth thinking.Through the references and analysis of domestic and foreign community autonomy models,especially Yantian and Nanshan models in Shenzhen,Guangdong Province,we can see some practical innovations,such as division of residential committee and community workstation in Yantian model & mutual interaction among Party organization,the deputies and community residents.In the last part, the thesis lists thoughts that may be helpful for the growing grassroot democratic self-government construction.Those include establishing and improving government intervention and withdrawal mechanism in the field of community autonomy, strengthening and accelarating the innovations of self-government system, cultivating and strengthening the participation of self-vonsciousness of community residents.
