Since the beginning of the 21st century , the informationizing of education symbolizes one of the trends in the reforms and development of global basic education. As an important part of the basic education reforms and development, the informationizing of education at school has contributed a lot of the promotion of the basic education reforms and its development. To meet the challenge of the information, in 2000, the Chinese Department of Education has established the strategy "of popularizing education of information techniques in the primary and middle schools, promoting the educational modernization with the help of informationing and striving for the over-striding development of education in our country". Along with it, the 8th Basic Educational Curriculum Reforms are full underway. The new curriculum system has new demands all the educational elements, such as, educational philosophy, contents, modes and the quality of the teaching stuff. In the meantime, it posts an unprecedented challenge to the informationizing environment at primary and middle school.For the reason of imbalance development level between different area in our country, and a large amount of money is needed at elementary education stage in applying modern communication technology, in the mean while, the start point and emphases are various in different area,therefore,theactuality of information-based education and issues occurred in the course of its construction arediffer in thousands ways,so that, the implement of information-based education can not beaccomplished in an action. Shaanxi Province in central China, is an important place for transportation to link China's east and northwest and southwest regions, which has its own unique obstacles and issues on the construction course of elementary information-based education for thereason of its economy and culture specialty.To research by questionnaire and interview, this paper puts forward to the research in details on five aspects: the construction actuality of basic establishment, the construction of education and teaching resources, informational diathesis, apply of ICT and the management in elementary information-based education.After that, the writer try to put forward some pertinent resolving strategy towards the problems mentioned above in order to boost the construction course of elementary information-based education of this region.This article is dispart as five section:As an exordium, the first part give introduction on research background, target and research method and related concept used in the article. The second part is about basic theoretics involved in information-based education.The pivot of this paper is the third and fourth section. In the third section,the paper get the complete and actual complexion about elementary and middle school in Shaanxi Province by the method of questionnaire, and then, the writer give a detailed analysis upon the inquiry data, in order to find out the actual obstacles and problems exist in elementary information-based education.The proposal and strategy put forward in fourth part of the paper aim at the problems mentioned above.The last section of paper make an summary on entire research work and then bring forward the unperfect content needed.
