In the recent years, with the decline in the birthrate, the number of teachers has reached saturation point. But the popularity of choosing schools shows that the public pay much more attention to education. On the other hand, it reflects the bad needs of good teachers. The structure and quality of teachers remains to be improved. After investigating the situation in NETDA, I think there exists a contradiction between dominant saturation and recessive shortage of teachers, which is sharpened by the irrational readjustment. So lots of bad results have appeared. First it affects the improvement of education and the development of the students in a all-round way .Second, it is a waste of teacher resource. Last, it reduces educational benefit. All these result from many aspects, such as population, policy, management and so on. After reflection, I'd like to offer some solutions as follows. We can carry out teaching in small classes, enhance the attraction of teaching, further reform the personnel system, strengthen the teacher training, improve the teacher management and set up markets of teacher resources.
