Undergraduate student's innovation ability raise has become an important task in the current undergraduate education. Innovation ability is one kind of synthesizing capacity, is the main body displaying the positive psychological orientation through the goal innovation behavior. It has the vital significance to raise university student's innovation ability. The present paper focuses on China and America Honor College cultivate the undergraduate students' innovation ability, analyzes some theory exploration and the educational reform practice, ponders on it systematically, and initially forms a set of institutional framework which is needed to raise undergraduate students' innovation ability, meets the urgent need to train high level innovation talented person.First, analyzing the importance of raising undergraduate students' innovation ability and the defects in current practices, we must understand the necessity of carrying on the institution construction to the innovation ability raise. So, take the China and America four honor Colleges as the case, analyzes what measures they take in the student innovation ability raise, including the practice operation aspect and the system operation aspect, generalize and synthesize the advanced experience in raising undergraduates' innovation ability, thus, we finally realize system construction of raising undergraduate students' innovation ability. This institutional framework includes: preparation, i.e. university should prepare teaching resources including plan, teaching material, teachers and so on, so we need the corresponding institutions for safeguards; teaching process, the institutions about choose courses, tutors and majors during the college life; assessment, including students assessment institution and teachers assessment instruction, assessment institution must fit in with the current teaching reform in order to encourage students independency, investigative study and teachers free teaching, innovative teaching.
